Amegakure No Sato
Amegakure is no longer considered a purely 'ninja' village; while its location is hidden from outsiders its new ruler took power by force, freeing the people from the enforced slavery their former 'Amekage' instilled upon them as an act of indentured patriotism to their country. Now a radically different place, the powerful Samurai Gokai rules with a cruelty and commitment to spreading his own sinister purpose that is overshadowed by the anarchistic freedom he allows his new people, a freedom that does not punish crime, condones wild sexual acts in the streets, and butchered the cities population of ANBU for no more than his own perverted pleasure.
Gokai has shut down the villages official Ninja Academy, and in its stead invited the Daimyo's of nearby nations in to consult with him on the construction of a training ground capable of teaching students who will surpass the ever-growing population of Shinobi. Tales of his ruthlessness and cold-blooded commitment to gaining power have made the Daimyo's understandably suspicious, and as such, negotiations are at a standstill. There are however still those loyal to the old ways living quietly within the Hidden Rain, and as such, ninja ARE capable of living and thriving here, and can even receive a proper shinobi education, provided they can find an instructor.
Unabara Common Market
The 'pulse' of Amegakure, it abandoned the technologically fast-tracked trend towards over-complicated factories and expansive metallic construct homes in lieu of a more natural feel. Under Gokai's enforcement, the Unabara Common Market has become the unofficial city center and a political hub where his rotating team of non-ninja advisors enjoy lives of lewd vice and dishonest debauchery at the expense of the largely clueless citizens who've pledged themselves to the Samurai's service.
He has made his family of aquatic summons public knowledge and as such, they are often seen careening through the multiple layers of stacked up homes and shops, propelled by near invisible bubbles of chakra directed water while attempting to avoid fatal crashes.

Gokai's Observational Tower
The observation tower is constructed in the image of a samurai armored suit so large that the focus of its builders narrowed in on obsession; it is a tower of conflicted walls and hallways that disappear into nothing, shadow rooms and concealed chambers capable of housing anything from torture devices to Gokai's own personal harem. It rises 800 meters off the ground with a base 50 meters wide, and his main office was built on it's highest level. In the rare event that a citizen makes it to Gokai's office without dying, they find themselves soon greeted with only the man's sardonic laugh.
His many female assistants can be found running around the buildings many floors.
