Rain Shadow Fortress
Constructed in the image of a childhood doll belonging to the last unofficial 'Kage' of Amegakure No Sato, Rain Shadow Fortress was simply built-into as opposed to being demolished; old rooms and passageways were torn down or paved over and new constructs were built. This is the other geographical feature of Amegakure that, outside of the separate observational tower and the massive twin gates that appear to have been carved from massive blocks of ice, almost completely shatter the illusion of 'hiding' a village. The tower is where ninja and non-ninja alike dwell in order to receive and accept the sinister missions of their leader, as well as to make formal requests, or to turn in missing citizens for reward.
It has been declared that NO ONE, citizens, ninja, and non-ninja alike, are allowed to leave or exit the fledgling ruler's city without his express permission, and it is a silent but understood truth that this permission is hard to come by. Rumors of secret torture chambers and terrorist cells designed to outperform the well-told exploits of the now missing ANBU operatives of Ame no Sato have spread like wildfire, and seem only to be contained by Gokai's anger.
On the first floor is the massive elevator system that caters to the enormous structures intimidating height. Provided one is not disturbed by the specially trained guards that escort one throughout the tower for their entire time within, citizens find that Gokai himself is quite personable, charming, and off-putting.
CITIZENS ARE NOT TO LEAVE THE VILLAGE WITHOUT EXPRESS WRITTEN CONSENT FROM GOKAI. VIOLATORS WILL BE TORTURED AND EVENTUALLY KILLED.
